You can make domestic and international calls using Upscale. To place calls from Upscale, you should purchase a number from the list of available numbers and countries. 

1. Go to Settings > User > Voice
2. Click on Purchase Number
3. Choose a Country from the dropdown list
4. Select a number (each number costs around $1) and click on Purchase
   

You and your team can purchase multiple phone numbers.
